Someone knows, what program turns a 128 kbps mp3 file to 320 kbps ?

Any MP3 conversion program can do this, but be aware that increasing the bitrate will not at all make the soundquality better. It'll only make the file larger.

In order to make an mp3 higher quality, you need to have the original .WAV file and convert that to a higher bitrate.
You can ask me hundreds "why don't you" questions, answer will be, because it works that way too. - xTr1m

You are basically asking: how can I get back what has been deleted? The answer is: press ctrl-z. If it doesn't work, you are screwed.

Other than that, what LPchip said is correct. Converting your file from 128 to 320 isn't going to make the sound better.

one cannot create data out of nothing, you will have to go back to the uncompressed files if you still have them.

if you don't have these, the only thing to do would be to re-master that file and/or add substance where needed.
