There are no rules. I even heared170 bpm techno, 100 bpm also. Everything is allowed But most used is probably 150, or 140

what is commonly reffered to as "techno" nowadays (as in german techno, french techno), is mostly around 140, and some up to 150.
if you mean everything that has been referred to as techno, and all subgenres, this would include everything from 80 to 250... with lots of gabber around 220, hardcore stuff from 180 to 200, rave at 160-170, terror above 240... this list is endless.
