What is function "Create Personal Shortcut"? And what does it say "your personal subdomain: www.yourname.ctgmusic.com"? Does it mean ctg gives an opportunity to host personal site? Or what?

Those are just 2 url redirections which you can set. So if you have some home page like www.geocities.com/sites/2004/ivory you can set ctg subdomain which will point to this link. So when someone will write ivory.ctgmusic.com he/she will get to your geocites home page.
