What exactly do you wanna do? Do you want to filter out/in synth? Do you want to filter the high/low frequencies out of an instrument?

here is my help. step-by-step.
1) uninstall fruity loops
2) buy renoise
3) under track DSP, add filter
4) play with it
5) buy a beer and enjoy
weeeeeee!
ok seriously. i have no idea what cutoff is either

seriously... ehh... plhh...
if you wanna filter synths, each synth probably has cutoff knob, turn that and vola
if you mean you don't know how to automate,
1. you gotta turn it a bit,
2. then click the red icon in the upper left corner
3. click "last tweaked knob"
4. edit evens
5. draw automation
if you are using older version of fruity..
1. click red icon in upper left corner
2. click edit events
3. choose the thing you want to automate (cutoff)
4. draw automation
same goes with the effect "filter", you add it to fx channel, turn fx channel number of the synth, sampler what ever to this channel...
1. right click on the cutoff knob
2. edit events
3. draw automation

Simply: If you have LP (lowpass) filter, the cutoff (cutoff frequency) value sets the frequency, above which the sound will be cutoff, since the lower are passed.
So if you have a filtrer with cutoff set to 4 khz, frequencies above 4 are removed.

Oh my god! 2 years of FL and I did not know you could do that with VSTs Damn, I'll have to redo all my tracks where I used filter effects
