Yes, the original track is pretty nice indeed. The label is Proton Music, and its first release, 'Digital Witchcraft - Fingerpaint' was an ultimate success - and it is pretty nice either.
Surely it will be a tough competition, the last one had over 200 entries, but in you case you win, you can be sure of a nicely welcomed and well sold remix.

I listened to this here song, and what is a remix really?
That is, what should you do?
I didn't think the song was very exciting at all, but say you wanted to do a remix, what are the constraints? Yeah, I've read the rules and they didn't help.
Do you need to use all their samples for it to be legitimate? Do you need to use even one? A remix could be a remix of the theme in the original song, not necessarily using their samples, or?

remixing a song is making a new song based upon the old one. usually it contains a few elements of the original song.
You dont even need to use sample, as long as the original can be recognized in it.
It's best I think to make a proghouse tune for this contest, since proton radio is a proghouse radio

Well proghouse changes gradually, slowly adding more elements,changes in the melody, usually takes a long time to build up and a long time to slow down.
A few examples would be :
- Alvredo & Matthew Dekay - Symbiosys
- Anything by the 16 bit lolita's
- Sander Kleinenberg - My Lexicon (although it's a bit trancy too, it's a nice example)
