The best software is the one that suits your own needs best. You will find many programs named in this topic, renoise/reason/cubase/whatever else.... and whoever makes the suggestion are right, from their point of view.... because thats what suits them best....
Try downloading various demo/trial versions first, to find out which matches your requirements, and allows you to work at your own pace with the most ease and comfort .
I recommend not to settle for a piece of software, just because someone else suggests that its 'THEBEST'.
A program that can do what you want it to do, but you're not comfortable using, could restrict your creativeness!

It's doesn't really matter what program you use, your music will have your sound. I started like this Boss DR-303->Modplug->FL3->Renoise->FL5->Logic->Protools->Reason & Recycle.
Since I like to sample my records for my break tunes, I find that the combo of recycle and reason 3.0 is unstoppable for me. I know FL has the fruity slicer, but I don't find it as flexible and usefull as recycle. So all in all it depends on what you want to do.
If you want VSTi's go with Cubase or FL, if you want an all in ready to go program go with Reason. Although you can't load up VSTi's I usually just end up rewiring my track into Cubase, make the line with the VSTi's then dump it back into Reason as a REX file. Sounds time comsuming but it works.
BTW I used to be a Reason hater and now that I've actually gotten to know how to use the program I love it, and would probably never switch back to FL.
That and FL is PC only...

My personal opinion and what I use:
Loop Creation - FLStudio, tracktion
Drum Cutting & manupulation - Reason, tracktion
Effect Processing (through strange routing) - Reason
VST Support - most nowadays
Sample Manipulation - Project, Renoise
DSP - Renoise (very effective), Audacity (top), Bidule (best)
Built in Synths - Live, Project, some FLStudio, Reason
Ease of use - Reason, FLStudio
Build it yourself - Buzz, EnergyXT, Bidule
Most recommended for new artists - FLStudio
recommended for artists who want to do it all yourself without so many patches - Reason (on instruments)
General Sequencing creativity - Renoise (pushes you)
For artists that want to record from externals with top precision - Sonar, Nuendo
For artists that feel like they must be pro - Nuendo, Cubase (which are pretty much the same)
Instrument building - SynthMaker, SynthEdit, Reaktor
Midi - Reason, FLStudio
Automation - FLStudio
For the experimental artist - should not be missing from the gear..Bidule
multi-cross-software support - most now using ReWire
Best hardware feel - Reason (no brainer)
Resource friendly - Reason (top of its game), Renoise, FLStudio, Tracktion (pretty good), other also dependant on use and pc specs
Off line processing - WaveLab (no brainer also)
Best interfaces/clean/friendly - FLStudio, Reason (some times a pain).
Level of detail - Renoise, Reason, most of the higher end such as Cubase & Nuendo (allow you to zoom very deeply and manipulate very specific areas)
best built-in mastering package - Cubase, Nuendo (top stuff)
If all else fails:
C++ - make it all yourself.
Other alternatives:
Hardware
Note - all software noted with it specific use is through my personal opinion only, others may use specific software mentioned for other reasons which oppose my personal use.

I think im gonna go for reason and spend a couple of weeks figuring that one out. it looks cool, and listening to tracks on ctg, reason seems to be pretty popular and produce consistently good results. i think ill have a go at fruity loops as well.
thanks to everyone for your advice.
cheers

MADtracker 2.5 PRO version! is the best tracker you can find...!
Highly recommended!
But you have to try 4-5 software and then decide wich one suits you best or what you are most comfortable with!
