Well, it sometimes pays to tell people that they're doing something wrong.
(apparently, some people can't be bothered to read such a thing as a FAQ)
I've told some reviewers that their stuff needs to be by the guidelines, and that
writing bad reviews will have bad consequences. (bad as in loads of smileys)
Half of the time, I get no reply , other quarter I get a "omg, I'll stop this now!"
and the last is the age old "OMFG U SUXOR!!!" answer.

It could be done like this:
"You have been reported as a bad person. You are not allowed to download for 12 hours. Please read the review guidelines and FAQ you. Thank you."
edit: well the hours can ofcourse be changed to whatever...
