Well, Fruity Loops is one of the best choices (imho). My advices are:
1. You should be sure that you're able to make the song, to imagine how it will look, that you "feel the beat", and make sure you won't get bored someday . If it is ok then go next point..
2. Start to work with tutorials, download other artists songs and learn the construction of it, try to do the song a bit similar to your favourites (which could be your style in the future..) - this would learn you the specific schemes of the genre you choosen.
3. Be strong and learn, start to play on guitar, piano, drums, flute, anything - it helps much...
4. If everything is going well try to involve by buying original samplepacks, VST's or hardware (of course, only if you're sure the music is what you want to do in the future).
5. Work with it, make more songs, blabla..
6. If you'll get bored, or you won't make any new song for a long time go back to the point 5...
7. When you realise your songs are not so bad then put them here or just on the site like that and listen what ppl says. If ppl will start to like your work then try to make some promotion.
8. blabla.. dunno...
9. Make your own concert and gain some money, buy nice car, find nice chicks, and build the house on Florida ...
Anyway, Imho these 7 points are important, that is what I think about it, so take a look what you can do with that, propably it sounds a bit difficult, but really - it's just a case of wills. Besides, thx for your comment
Cheers

What amby said
plus one additional point - your first 5-10 songs are very probably going to suck. Don't sweat it. Everybody falls the first jump
Listen to your music, compare your tracks to other songs of similar genres, see what you're doing wrong, learn to fix it. Your next track will be better, and so will the one after that. And above all - don't get fusticated and quit! Music takes time, like everything else good in life (well, except maybe eating a nice piece of dark chocolate)
Cheers, and good luck with your music

I think the best starting point is to listen to songs made with the program you use and try to get ahold of the source of the ones you like. I don't know how you'd get them for FLStudio, but that's the best way to learn methods and tricks to get your music sounding good and shortening the learning curve!
and yeah... DARK CHOCOLATE!
