actually, it is a very simple, though I believe a clever idea. You have two sets of alphabet and a code. That's a hint in itself.

it's not enigma, but if you know how enigma works, it might help a lot, cause this is a sort of a simplified version. Two sets of alphabet and two numbers in front of the code...

The answer is this. 21 is the key. We take 'j' and find it in the alphabet. Then see what's the letter 2 orders before (it is 'h') The next letter - 'f' we look it up, but write down the letter one order before it (that's 'e'). The third letters again follows the 2 orders rule.
So the two alphabet sets were just a hint, basically you need only one. 21 means that odd letters of the code actually mean two letters before them in the alphabet, even actually mean one.
If it's understood, try to decipher the code now.
