You could make a nice non-squelchy bass and then use a separate resonant filter plugin to add just the right amount of squeal to it.

Yup, and there's that. But it's hard to get that 303 filth in there without a 303.
Maybe a wet distortion and a flanger could work, but that's very drum&bass.
