They have all the same IPs, and two are from Israel and the other from the USA. It certainly looks like cheating. There must be full proof in order to delete an account.

Who is this reffering to? Well to a aritst called Cloud and also to his second account Mars & Venus.
Having multiple accounts isnt something forbiden, but in this case artist reviewed his music with one account (rating 10).
Also there is one more thing, the suppose to be female artist from USA isnt really that. It is yet another artist made by Cloud or his friend (the girl have same isp as they do, even if she is suppose to be from usa).And well also he used Trance Girl account to review his song.
So before there will be some actions done i would like to see what you guys think about it.

I think stuff like this is very serious. I mean this is a scene place, IMO there is no place here for cheaters and vendettas. I think your idea of haveing to enter the password for a registred nickname sounds great. That should solve some problem on the comment side...

Actually this reminds me of a general forum on one of the most popular portals in my country, where lots of bored kids come and post crap. As you can imagine, impersonating (in order to put shame on someone) is a common thing there.
I'm not happy with that since mature discussion is drowning in the flood of bullshit written by some imbecils... but it's a general forum where everybody comes, so low IQed kids too. I hoped the scene is a bit more civilised...
